Paul is a Partner providing strategic consenting and planning advice to promoters of major infrastructure and other large-scale development projects.

Paul is a planning and consenting partner within Eversheds Sutherland's Real Estate Group. He has over 20 years of experience advising developer clients promoting large-scale infrastructure and strategic residential projects.

He has helped clients successfully obtain consents for both onshore and offshore projects under a wide variety of legislative regimes that apply across England, Scotland and Wales, including Development Consent Orders, Transport and Works Act Orders, Electricity Act consents, marine licenses and Town and Country Planning Act permissions.

Paul has also appeared as an advocate for his clients at numerous high-profile public inquiries and development consent order examinations.

Paul's infrastructure experience includes the following sectors: onshore and offshore wind, solar, tidal stream, biomass, electricity and gas transmission infrastructure, rail, rail freight and logistics, airport development, water resources and wastewater has a particular specialty in energy, infrastructure, and residential projects.

His broader experience covers all aspects of the planning process, including application strategy, consultation requirements, Development Consent Orders, planning supporting statements, environmental impact and habitats regulations assessment, representation at appeals, s106 Agreements, infrastructure agreements, compulsory purchase, town and village green applications, highways orders, and legal challenges/judicial review. 

Paul's recent experience includes advising on the following projects:

  • the 240MW Morlais Tidal Demonstration Zone tidal stream project in Wales.  The project was consented by means of a Transport and Works Act Order, Welsh marine license and associated deemed planning permission proposed Rampion 2 offshore wind farm
  • the development consent orders and deemed marines licenses for the 2.4 GW Dogger Bank Creyke Beck A&B and Dogger Bank Teesside A & B offshore wind farms
  • the development consent order for the proposed Little Crow Solar Park
  • the proposed Cambridge Waste Water Treatment Plant Relocation project
  • the proposed Hinckley National Rail Freight Interchange
  • the Triton Knoll Electrical Connection project
  • the Race Bank offshore wind farm
  • the Birmingham Resilience water pipeline project
  • the Development Consent Orders for the Clocaenog Forest and Brechfa Forest West onshore wind farms in Wales
  • 2,000 houses at Comeytrowe, Taunton
  • 1,200 houses at Perryfields, Bromsgrove
  • 1,200 houses at Burleyfields, Stafford
  • 2,350 houses in Cirencester
  • the comprehensive redevelopment of the former US Airforce base at Upper Heyford in Oxfordshire into a new settlement called Heyford Park comprising over 2,000 houses and associated infrastructure, commercial development and a cold war heritage center
