Will Spickett advises clients in the UK and internationally on high-value and complex commercial arrangements in the rail and infrastructure sectors.

Will trained with Eversheds Sutherland and has been advising on rail and transport infrastructure projects since qualification in 2008. He has acted for both public and private sector clients regarding rail franchising and a variety of public-private partnership models.

Will is experienced at drafting and negotiating complex operations and maintenance contracts, rolling stock manufacture and maintenance contracts as well as regulatory matters and contract structuring matters in the railway sector.

In addition Will is familiar with standard form PPP contracts in the UK and Ireland having advised on numerous PPP projects in the transport, education, housing and blue light sectors.

Will's most recent rail experience includes:

  • advising an international rail operator on its bids to operate light and heavy rail networks in Israel, the Middle East and the US
  • acting for a consortium of entities on its bid to operate a high-speed railway in Southeast Asia
  • advising the Department for Transport in connection with several competitions, direct awards and section 30 service agreements related to rail passenger franchises, including the East Midlands, TransPennine Express, East Coast and Northern franchises
  • advising on numerous rail rolling stock projects including advising:
    • the DfT regarding the Moorgate replacement program and new rolling stock for the South Western franchise
    • the operator of the Manila metro on rolling stock enhancements for existing light rail vehicles
    • West Midlands Combined Authority on its procurement of new trams and related long-term maintenance arrangements
    • Network Rail on various leasing arrangements in connection with rail maintenance equipment and rolling stock
  • Recognized in Chambers & Partners as a “Star Associate” for the UK Rail Sector and a “Notable Practitioner” for rail franchising
