Great Britain (“GB”) REACH – Downstream User Import Notification (“DUIN”) submission deadline 27 October 2021

The DUIN submission deadline is fast approaching. Any GB based entity that imports or intends to import any chemical substance(s) (including within mixtures) into GB, at or above 1 tonne per year, should consider whether it is entitled to submit a DUIN.
Post-Brexit any entity importing any substance into GB at or above 1 tonne per year is required to GB REACH register that substance with the Health and Safety Executive. A DUIN effectively delays when a full GB REACH registration has to be submitted.
Only entities that were previously treated as downstream users/distributors under EU REACH pre-Brexit and that have now become importers under GB REACH are entitled to submit a DUIN.
Following successful submission of a DUIN a full UK REACH registration dossier must be submitted, or you may decide not to continue with a GB REACH registration and cease import, by 27 October 2023, 27 October 2025 or 27 October 2027 depending on the tonnage band/hazard profile of the substance.
