Uzbekistan: JSC National Electric Grid of Uzbekistan has announced three new solar PV IPP plants of up to 500MW together with IFC Advisory

With IFC Advisory’s support, JSC National Electric Grid of Uzbekistan (the “Public Partner”) intends to invite private sector developers to compete for the right to develop, finance, construct, operate and maintain three utility-scale solar photovoltaic (PV) independent power producer (IPP) projects (each, a “Project”).

The projects will be located in Namangan, Khorezm and Bukhara regions on lands to be leased to the private sector developer from the Public Partner. The Project located in Bukhara is envisaged to include battery storage components, unlike other scaling solar projects in Uzbekistan.

The Public Partner is seeking either one, two or three private sector developer(s) or consortium/consortia to separately develop, finance, construct, own and operate the Projects and may procure and award the Projects separately to multiple developers or consortia or collectively to a single developer or consortium, with the decision to be announced in the request for proposal. It should be noted that the three Projects each have different pre-qualification standards, applicable technical criteria and applicable financial criteria which apply.

Projects

The approximate capacity of each Project is as follows:

  • Khorezm Project – 100 MWac
  • Namangan Project – 150 MWac
  • Bukhara Project – 200 MWac + 63MW battery storage.

The developer / developers will implement the Projects through three separate special purpose companies, to be established and incorporated in Uzbekistan.

Prequalification applications must be submitted electronically on or before the deadline for submission, (23:00 UZT, 29 November 2021) and must be in English with a Russian translation attached as required by the RFQ.
