Middle East: Kuwait: Partnerships Technical Bureau launch first waste to energy project

    Kuwait’s Partnership Technical Bureau (“PTB”) in collaboration with Kuwait Municipality (“KM”) is currently inviting developers to submit a response to the “Request for Qualification” (“RFQ”) for the Kabd Municipal Solid Waste Project (“Project”).

    Project description

    The initial design capacity is 3,275 tonnes per day using a waste to energy technology to generate electricity. Remaining slag and flue gas will be disposed into separate sanitary landfills on the site. The Project site is located in the Kabd area with an area of 500,000 sq meters.

    The private sector developer is required to ensure that the facility is capable of accepting and treating waste delivered to the facility. In return, the developer will receive availability payment from the government. In addition, the developer will be able to sell electricity generated by the facility to the government through an offtake agreement.

    Contractual framework

    The Project will be procured as a “design, build, finance, operate and transfer” structure in accordance with the PPP Law (Law No 7 of 2008 regulating public private partnership). A public joint stock company will need to be established for the Project. The Project agreement will commence on financial close and expire 25 years after the anticipated date for commercial operations. The anticipated construction period is 4 years.


    Interested companies must purchase the RFQ documents from 16 March 2014 from the address below. They must provide a cheque for KWD 2500 from a local bank addressed to “Partnerships Technical Bureau”.

    The RFQ package will set out the prequalification process and details of qualifications required. The responses must be submitted to the PTB no later than 12.00pm (Kuwait time) on Sunday 25 May 2014 to the address above.
