Coronavirus SARS-CoV-2 is spreading over the world. The demand on medical safety equipment increases constantly. On 4 March 2020, the Joint Crises Committee of the German Federal Ministry of Interior and of the German Federal Health Office (Gemeinsame Krisenstab des Bundesinnenministeriums (BMI) und des Bundesgesundheitsministeriums (BMG)) has passed an export and transfer prohibition of certain medical safety equipment (“Order”). In particular, it is prohibited to export and transfer safety glasses, protective masks and medical gloves. The detailed list can be downloaded here.
The Order is effective as of 4 March 2020. Therefore, now it is prohibited to export and transfer the listed items from Germany to any third countries and any countries of the European Economic Area. The transit of the listed items through the German territory is not prohibited. The prohibition is sanctioned by fines.
The Order contains some exceptions from the prohibition. For example, travellers are allowed to take the listed items in a reasonable quantity with them. Further, it is possible to apply for an export licence in cases of European and international humanitarian activities. The applications can be submitted here.
