Coronavirus: Hong Kong Employers, travel industry receive support – Hong Kong

On 8 April 2020 the Hong Kong Government announced a second round of Anti-Epidemic Fund measures. While full details have yet to be released, we summarise the available information for some of the more significant measures:

  • Employment Support Scheme: The government will pay most employers a wage subsidy to retain the employers’ employees

    • Eligibility: All employers who have been making MPF contributions for their employees. Employers have to undertake that they will not implement redundancy. The specifics of what this means are not yet available

    • Rate of subsidy: 50% of an employee’s monthly salary for a period of six months. Salary is capped at HK$18,000, meaning an employer may receive up to HK$54,000 for retaining an employee during the six month period

    • Payment Schedule: Will be paid in two tranches, with the first tranche paid by June

    • Self-employed persons who made MPF contributions will also receive a one-off subsidy

  • Special Programmes for the Tourism Industry: Each licensed travel agent will receive a cash subsidy ranging from HK$20,000 to HK$200,000. Each travel agent’s staff will receive a monthly subsidy of HK$5,000 for six months

  • Special Programme for Hotels: Each licensed hotel will receive a cash subsidy of HK$300,000/$400,000

  • Special Programme for Airlines: One off subsidy of HK$1 million for each large aircraft and HK$200,000 for each small aircraft registered in Hong Kong

  • Distance Business Programme: A programme will be implemented to support enterprise to continue business with technology adoption and related training in the total sum of HK$500 million

  • Other programmes: There are also specific programmes supporting the catering industry and other industries affected by the Hong Kong government’s social distancing measures
