Recently several public procurement procedures raised high reaction in the society. Due to executed errors significant delays arise in implementation of many national and strategically important projects, in some cases these errors can make substantial financial consequences to the state. This includes the Latvian National Library building project and tender for port infrastructure development in the Russian island as well as notorious procurement of passenger trains. Also the procurement of speed cameras should be mentioned under which the decisions are already handed over to court for evaluation.
A logical question arise - why in Latvia such an important procurement implementation is often ill-omened?
