Energy and Infrastructure in the Middle East and North Africa

Advising a large number of public and private sector entities, we have acted on billion-dollar energy and infrastructure projects and transactions in the Middle East and North Africa (MENA) region and various other jurisdictions, including a number of pilot projects.

In the MENA region our utility clients include both private sector and state entities active in the sector. Our lawyers have a deep understanding of IPP, IWPP, PPP. We are also actively involved in both oil & gas and renewable energy projects in the region. We have excellent relationships with key stakeholders in the projects sphere and work closely with all of the major financial and technical advisers specialising in BOO, BOT, BOOT and other forms of procurement.

Infrastructure

A selection of our recent key deals include advising:

  • the Road & Transport Authority of Dubai on the extension and renegotiation of the O&M concession for the US$8 billion Dubai Metro system
  • a Chinese SOE and a local Saudi contractor on the Saudi land-bridge project
  • the Ministry of Economy and Commerce of Qatar on the development of a new PPP framework and the first schools PPP project that will be implemented under it
  • a major German railway company on its bid for the operation and maintenance (O&M) of the Doha Metro and Lusail network in Qatar

Oil and gas

Some of our recent key deals include advising:

  • China National Petroleum Corporation (CNPC) on its investment in a major multi-billion dollar barrel concession project in Abu Dhabi, UAE
  • Shell on the strategic sale of Shell Exploration and Production Oman Limited (SEPOL) to Indian Oil Corporation subsidiary IOCL Singapore PTE Ltd, in a transaction worth US$329 million.
  • Stolt-Nielsen on its participation in the Avenir LNG JV.

Conventional power and water

A selection of our recent key deals include advising:

  • Ashgal on a Al Wakra, Al Wukair Sewage Treatment Plant PPP, the first project of the authority to be implemented in a Public-Private Partnership (PPP) contract
  • the Government of a North African country on the development of a multi-billion dollar waste project in the country
  • Qatar General Electricity and Water Corporation (Kahramaa) on a US$3 billion tender for a new independent power and water plant (IWPP). The deal involved the construction of Facility D, a 2,520 MW gas-fired power plant and a 136.5 million gallons per day associated desalination plant near the Qatar Economic Zone
