Brexit talks remain at Phase 1

EU Leaders decided at a summit on 19 and 20 October that insufficient progress has been made on Phase 1 negotiation issues to move to Phase 2 (trade talks). The Phase 1 issues are the Northern Irish border, the rights of EU citizens in the UK, and the UK’s financial obligations to the EU. However EU heads of state agreed to begin discussions amongst themselves over a future trade deal with the UK and a transitional arrangement, with a view to expediting Phase 2 negotiations once they begin.
