Brexit trade talks in December?

It was reported on 8 November that the Taoiseach has said that it is “likely” that Brexit talks will be permitted by EU leaders to advance to the next phase (trade talks) in December. The Taoiseach further stated that it is “not going to be possible” to definitively settle the question of the border with Northern Ireland until the shape of the future EU-UK relationship emerges. These statements are significant as they indicate that the Irish Government does not intend to oppose the progress of Brexit talks to the next phase.
