New EU procurement thresholds

On 18 December 2017, the European Commission published a series of Delegated Regulations amending Directive 2014/23/EU, Directive 2014/24/EU, Directive 2014/25/EU and Directive 2009/81/EC and revising the financial thresholds for the application of the EU procurement rules. 

The new euro thresholds, which came into force on 1 January 2018, are a slight increase on the thresholds which applied until the end of 2017. The new thresholds are set out below (together with the previous euro thresholds for ease of reference) and will apply until 31 December 2019. 

The corresponding sterling values, published in a communication from the Commission available here, are also reproduced below.

Light-touch services

The threshold applying to public contracts for social and other specific services listed in Annex XIV of Directive 2014/24/EU (commonly referred to as “light-touch” services) is unchanged and remains at €750,000 (the current sterling equivalent is £615,278).

In the utilities sector, the threshold for light-touch services remains at €1,000,000 (with a current sterling equivalent of £820,370).
