Wind Energy Development Guidelines

The Minister has published, for consultation, the long-anticipated draft Wind Energy Development Guidelines. The proposed changes will impact local authority development plans as well as planning applications and appeals.
The main changes are (i) new noise standards aimed at reducing noise nuisance, (ii) a requirement for wind turbines to be set at a distance of four times the tip height between the turbine and nearest point of curtilage of any residential property, (iii) a requirement for automatic shadow flicker control mechanism, (iv) mandatory public consultation by wind energy developers, including submitting a ‘Community Report’ and facilitating community investment and ownership in the wind project; (v) updated guidance on the EIA requirements as a result of the O Grianna case.
