    “Many employers would agree with Matthew Taylor that the current three-tier system for employment status lacks clarity. As rapid changes in technology provide new ways for businesses to innovate and change, this uncertainty over the lawfulness of new staffing models can act as a barrier to growth.

    “As such, we expect that many employers will support moves to inject greater certainty in this area. However, changing the law defining employment status to deliver certainty in practice, given the complexities involved, is a significant challenge. For this reason, many will receive today’s news with a degree of scepticism, however well-intentioned the Review.”
