“State and Economy: Legal Instruments for Implementing Public Procurement”

The 2nd Nationwide Conference “State and Economy: Legal Instruments for Implementing Public Procurement” will be held on 25 October 2013 at the Faculty of Law and Administration at Nicolaus Copernicus University in Toruń. The organizers of the event are the ELSA Toruń chapter of the European Law Students Association and the university’s Department of Public Commercial Law and Public Commercial Law Club.

The issues covered at the conference will include:

  • Public procurement in defence and security and in utility sectors
  • Public-private partnership
  • Concessions for construction work and services
  • The public procurement system and current issues in the European Union.

The honorary patrons of the event are Jacek Sadowy, President of the Public Procurement Office; Prof. Andrzej Sokala, VP for Student Affairs at Nicolaus Copernicus University; and the Mayor of Toruń.

Our law firm will be represented at the event by Dr. Piotr Kunicki. He will give a presentation entitled “Defence and Security Procurement after Amendment of the Public Procurement Law,” in which he will discuss:

  • Grounds for exclusion of a defence and security procurement from the application of the Public Procurement Law under Art. 346 of the Treaty on the Functioning of the European Union and the narrowing of the scope of this option following implementation of the Defence Procurement Directive
  • Basic principles for award of public contracts in the area of defence and security
  • Procurement proceedings commenced by the Armaments Inspectorate.
