Michał Drozdowicz joined Wierzbowski Eversheds Sutherland on 21 October 2019. As a partner, he will manage the Public Sector & Energy practice. His expertise covers public contracts and public procurement. He has nearly 20 years of experience providing legal advice to businesses. Michał has returned to the firm after a break of several years.

Michał Drozdowicz is a specialist in public contracts of significant value and a high degree of complexity, and in public procurement. Before joining Wierzbowski Eversheds Sutherland (which he was previously affiliated with in 2008–2012), he worked for seven years as a senior lawyer in a leading international law firm, advising public and private clients in the sectors of power, oil and gas, defense and security, high tech, aviation, and rail.

Michał supports clients in determining whether a given project is subject to the public procurement regime, advises on establishing the optimal structure for procedures and conditions for participation, as well as negotiation, performance, settlement, and modification of contractual obligations. Over the past eight years, he has advised or represented clients on public contracts and related disputes with a value exceeding EUR 6 billion.

He is the author of many articles on public procurement published in recognized journals and newspapers, as well as a speaker at scholarly conferences in this area. He has lectured auditor trainees at the Supreme Audit Office on the subject of public procurement. He is one of the founders of the Polish Public Procurement Law Association.

Michał has been recommended for years by renowned legal directories: Chambers and Partners (public procurement), Who’s Who Legal (government contracts), and IFLR 1000 (project development).

Krzysztof Wierzbowski, Senior Partner of Wierzbowski Eversheds Sutherland, said, “We are convinced that acquiring an expert with such extensive experience in the implementation of projects for the public sector and for the largest market players from key sectors of the economy will be of great benefit to our existing and new clients. Thanks to Michał, we will be able to significantly reinforce the services we offer in one of our leading practice areas, where we have an established position and many successes, for example in implementation of key infrastructure and industrial projects of vital importance for Poland, as well as numerous projects related to the development of the largest Polish cities. Public law practice in Eversheds Sutherland is particularly strong and we want to further develop it also in Poland.”

Michał Drozdowicz commented: “It is a happy return that has occurred during fascinating changes in the public sector. The President of Poland has signed a new Public Procurement Law which will rebuild the methods for awarding contracts, the appeal system, and implementation of contracts. There is a shift of emphasis from the procurement procedure to the result which is the aim of the procedure—proper performance of the public contract. But in this context we cannot lose sight of the return to the Civil Procedure Code of the special procedure for commercial cases. Digitization and new technologies in public procurement are accompanied by the administration’s increasingly bold approach to the innovative purchasing of goods, e.g. using a competition for sourcing IT services. Naturally, these are challenges, but also areas where Wierzbowski Eversheds Sutherland has special potential thanks to the synergy of 20 years of experience and achievements in pioneering projects, as well as the international resources of Eversheds Sutherland. I am very happy that I can become a part of it.”
