Jacques Bouillon is a Partner in our Projects – Public law – PPP team in Paris. He specializes in public and construction law, in particular in project financing in civil law countries. Jacques assists his clients on BOT, PPP and concession projects. He has notably advised numerous public and private operators in the construction, hospitality, transport infrastructure and energy sectors.

Jacques has more than 25 years of experience with major transport and infrastructure projects, especially in France and in the EMEA region. He mainly advises building owners, sponsors, public operators, international institutions and also banks.

He's selected experience includes:

• representing the lenders for the financing of the project company formed by the winning bidder consortium led by Vinci Concessions, in connection with the construction, development and maintenance of the high speed railways between Tours and Bordeaux in France.
• representing the lenders of a consortium led by Vinci Concessions on all construction and public law aspects of the A355 motorway concession project in France
• representing Natixis, Santander, ING, Fortis and Helaba, as lenders, in connection with the design, construction, financing and operation of the A65 motorway in France, by Eiffage. The amount of the financing was over €935 millions
• representing the lenders of a consortium led by Bouygues Travaux Publics (including AfDB, PAIDF, BOAD, EBID, AFC, BMCE Bank and FMO) for the financing, design, construction and operation of a toll bridge in Abidjan (Ivory Coast), under a concession with a debt and equity coverage from MIGA
• advising JBIC, NEXI, SMBC, MUFG and Standard Chartered Bank on the project to finance the Public Private Partnership (PPP) of a hospital complex in Ikitelli (Turkey)
• advising on the construction of the international experimental thermonuclear reactor (ITER) project in France
• advising the Ritz on the renovation of its luxury hotel (private construction markets) in Paris

Graduated from Sciences Po Aix-en-Provence, he also holds a master's degree in business law and in international business law from the University of Aix-Marseille III. Jacques is a member of the Paris Bar, he speaks French and English.

Jacques Bouillon, associé au sein du groupe Projets – Droit Public – PPP à Paris, dispose d’une expérience de plus de 25 ans en droit public des affaires et en droit de la construction, principalement dans le cadre de financement de projets dans les pays de droit civil.

Il conseille des maîtres d’ouvrage, des sponsors, des personnes publiques (Etats et collectivités locales), ainsi que des institutions financières internationales et des banques.

Jacques intervient notamment sur des projets de contrats de partenariat ou de contrats de concessions en matière d’infrastructures routières, ferroviaires, portuaires, aéroportuaires mais également sur des projets énergétiques et hôteliers en France et à l’étranger.

Jacques est notamment intervenu comme conseil :

• des prêteurs du groupement dirigé par Vinci Concessions sur la documentation financière commune, les contrats de projet et l’ensemble des aspects juridiques du projet SEA- LGV Tours Bordeaux. Parmi les plus importants projets d'infrastructures ferroviaires publiques en Europe, ce projet a représenté un investissement de plus de 8 milliards d'euros.
• des prêteurs dans le cadre du projet de concession de l'A355. Le projet incluant la conception, le financement, la construction, l'exploitation et l'entretien des 24 km de cette autoroute française
• des prêteurs (Natixis, Santander, ING, Fortis and Helaba), soutenant Eiffage dans le cadre du financement et de la construction de l’autoroute A65, dans les Landes, en France, pour un montant de €935 millions
• des prêteurs comprenant la BAD, FMO, la BOAD, la BIDC, BMCE Bank, PAIDF et AFC soutenant Le consortium mené par Bouygues pour le financement, la conception, la construction, et l’exploitation d’un pont à péage à Abidjan
• de JBIC, NEXI, SMBC, MUFG et Standard Chartered Bank dans le cadre projet de financement du Partenariat Public Privé (PPP) d’un complexe hospitalier à Ikitelli en Turquie
• dans le cadre de la construction du réacteur thermonucléaire expérimental international (ITER) en France
• du Ritz dans le cadre de la rénovation de son hôtel de luxe (marchés privés de construction) à Paris

Diplômé de Sciences Po Aix-en-Provence, Section Service Public en 1984, Jacques est également titulaire d’un DJCE et DESS, Section Droit des Affaires Internationales de l’Université d’Aix-Marseille III (1986) et d’une Maîtrise droit des affaires, Université d’Aix-Marseille III (1985). Avocat au barreau de Paris, Jacques parle français et anglais.
