Paul is a Partner specialising in planning, infrastructure and compulsory purchase and leads the Midlands Planning Team. He has appeared as advocate at numerous high profile public inquiries, and has a particular specialism in energy, infrastructure and residential projects.

Key highlights include:

  • leading the team which recently consented the world's two largest offshore wind farms on the Dogger Bank in the North Sea on behalf of the Forewind Consortium
  • leading the team advising RWE on the Brechfa Forest West and Clocaenog Forest onshore wind farms which were first two Nationally Significant Infrastructure Projects to be consented in Wales
  • advising on the onshore connection application for the Triton Knoll Offshore Wind Farm
  • advising BlackRock on the planning aspects of the financing of 17 multi-turbine sites across the UK
  • advising Statkraft on the planning support on Project Orkan
  • advising Orsted on the delivery of Race Bank and Hornsea 1 Offshore Wind Farm

Paul's expertise covers all aspects of the planning process including application strategy, consultation requirements, Development Consent Orders, planning supporting statements, environmental impact assessment, representation at appeals, s106 Agreements, infrastructure agreements, compulsory purchase, town and village green applications, highways orders and legal challenges/judicial review.
