David is a Parliamentary Clerk in the London Planning and Parliamentary Team specialising in the statutory procedural aspects of the consenting of major infrastructure projects by the promotion of Private and Hybrid Bills in Parliament, Transport and Works Orders, Harbour Orders and Development Consent Orders. Recent experience includes advising Crossrail Limited on the implementation of the Crossrail Act 2008, including the promotion of a Transport and Works Act Order to authorise Crossrail works at Paddington Station. David is currently advising Network Rail on the promotion of Transport and Works Order(s) to authorise improvements to the infrastructure of the national rail network. David is also a member of the team acting for HS2 Ltd in relation to the promotion of the hybrid Bill for the High Speed Rail project.
