Ginta Krūkle leads our Public & Administrative Practice. She holds a PhD degree and has over 15 years’ experience advising clients on governmental decisions, policy, internal administrative procedures and regulatory issues. She embodies the rare ability of successfully merging inclination for academic research with a practical and hands-on business approach. She handles a broad array of matters involving aspects of public and administrative law, including applications for permits, responses to bid solicitations and requests for proposals, violation proceedings, condemnation proceedings, environmental assessments, and enforcement proceedings.

Counseling clients on spatial planning, zoning and aiding in the approval process of real estate improvements and development is another part of Ginta’s practice. She can assist you in obtaining a variety of government incentives and benefits in connection with the development of your property, as well as secure approval for your projects.

Ginta regularly represents clients at all stages of administrative proceedings. She has considerable experience in all aspects of appeal court proceedings, including judicial review.

Ginta is a member of the Latvian Bar Association. She teaches law to students at the University of Latvia, as well as routinely holds lectures to future judges within their on-boarding training. She has experience in acting as editor to the monthly legal journal Law & Justice.


Recent experience 

Representing REAP and Possessor in long and extensive legal proceedings against former shareholders of Parex Bank and related additional proceedings. regarding civil liability for representations and warranties. In the main proceedings concerning the liability of disposers for representations and warranties, a judgment for the recovery of more than EUR 124 million entered into force in May 2021. 

Advising the Liepāja Special Economic Zone Authority (LSEZ) on various management and specific administrative law issues, including in connection with the exercise of pre-emption rights to the property of the former "Liepājas metalurgs". 

Analysis of internal and external regulatory enactments, as well as legal and administrative functions and processes of Liepāja Special Economic Zone Authority (LSEZ), provision of recommendations on necessary amendments to internal regulatory enactments, and to corporate governance and compliance processes. 

Analysis of the corporate governance and quality management system of SJSC Valsts nekustamie īpašumi, assessment of the compliance of the implementation and distribution of functions with good corporate governance practices, review of existing policies and internal regulations, as well as development of necessary documentation.

Advising Riga Municipal Limited Liability Company “Rīgas satiksme” in developing a new set of management policies, including, but not limited to, corporate governance policy, risk assessment policy, anti-corruption policy, as well as procurement policy and internal rules of contract circulation. 

Development of the corporate governance code and corporate social responsibility and sustainability policy of the Riga Municipal Limited Liability Company "Rīgas namu pārvaldnieks" in accordance with the good practice of the procedure for the management of capital shares and capital companies owned by the Riga City Municipality, legal support in various specific administrative law issues (prevention of conflicts of interest, whistleblower system, trademark protection system, collective agreement, etc.)
