Practice notes

Norhayati is a Partner in our Bandar Seri Begawan office. Before joining the firm, Norhayati was a Deputy Senior Counsel with the Attorney General’s Chambers. She was also gazetted as a Deputy Public Prosecutor in 2002 and in her 15 years’ tenure at the Chambers she headed the Litigation Units and the Special Duties Unit of the Criminal Justice Division.

During this time she oversaw the prosecution of a wide range of offences from murder, sexual offences and corruption to thefts and house-breaking. Aside from her extensive experience in criminal litigation at all tiers of the Courts, Norhayati was also involved in legislative drafting as well as advising and giving training to government ministries and departments on matters relating to criminal law and enforcement and  criminal asset recovery.

She was also appointed as Brunei Darussalam’s focal point in international organisations such as Asset Recovery Interagency Network-Asia Pacific and Commonwealth Network of Contact Points, appointed as a member of various national committees including Brunei Darussalam’s Working Committee on Maritime Security. Norhayati is also a certified trainer by the International Advocacy Training Council.

Norhayati currently handles civil litigation cases and debt recovery matters in our Brunei office and also advises on personal injury claims and criminal liability. 

Norhayati obtained her LLB (Honours) from Oxford Brookes University in the UK, her Certificate in Legal Practice from Kemayan Advanced Tertiary College in Malaysia, her Postgraduate Diploma on Syariah Law and Legal Practice from University Brunei Darussalam and her LLM in International Criminal Justice from University of Kent in the UK. She was called to the Brunei Bar in 2017.
