Practice notes

Áine is a consultant in our Dublin and Belfast offices, working in our Construction and Projects Group.

She is a procurement lawyer, qualified in England & Wales, Ireland and Northern Ireland, with over 15 years’ experience working in the area of EU procurement law.

Áine has been ranked as a notable practitioner for public procurement in Chambers and Partners and has an unparalleled range of high-quality experience in the area of EU/Irish/UK procurement law, having worked as a dedicated procurement lawyer since qualification in 2005. Her experience involves advising clients on all aspects of the procurement process, from project inception and scoping, to pre-OJEU market engagement and strategy, to advertisement and choice of procurement process, selection and award stages through to contract award and standstill. She also assists public sector clients in drafting and negotiating commercial contracts, challenge-proofing their procurements and defending procurement challenges, and has a growing practice advising private sector clients bidding for public contracts.

Áine acts for public sector clients (central government departments, local government and non-departmental public bodies) seeking to let public contracts and provides end-to-end advice on the conduct of above- and below-threshold public procurements. She advises on major infrastructure projects, including social housing and higher education facilities, as well as on complex IT procurements. She also advises utility sector clients on the application of the utility rules, and private sector entities bidding for public contracts. Her clients are located in Ireland, the UK and internationally.

Áine is a longstanding and active member of the Procurement Lawyers Association and a member of the Irish Society for European Law. She is also a recent author of the Ireland chapters on public procurement for Getting the Deal Through and Chambers Global. She is a regular commentator on procurement law in the press and has contributed to the leading academic journal on procurement law, the Public Procurement Law Review. She regularly provides training to clients and public sector organisations on all aspects of procurement law.

Prior to training as a lawyer, Áine was an academic and university lecturer in French. She is passionate about France and French culture, and enjoys travel, art and art history, Pilates and swimming.
