Mukhtiar has recently joined our real estate group as a partner in order to lead our Development & Regeneration practice in London.

He has a wide range of commercial property, finance and development experience including advising on OJEU procured/ competitively dialogued regeneration schemes. He specialises in advising both public and private sector clients involved in major mixed use urban development and social infrastructure projects and, in particular, advises on and develops innovative delivery, funding and partnering solutions which are required to solve the complex issues that are encountered on such major regeneration schemes.

His experience includes:

  • Acting as the lead strategic advisor to Berkeley Homes on a number of OJEU competitive dialogues for their strategic regeneration schemes across London. These include projects such as:-
  • the regeneration of Woodberry Down Estate, Hackney which involved advising on all aspects of the OJEU competitive dialogue bid preparation and submission for this complex multi-phased scheme for the delivery of over 5,500 private and affordable units together with commercial and community facilities. In particular he advised on various estate renewal issues, vacant possession strategy and the coordination of the use of s237/ CPO powers of the authority, addressing viability and decanting issues to kick start the development programme for the estate, interfaces with the authority’s procurement of its preferred RP, and the investment and State Aid aspects of public sector subsidy into the scheme;
  • acting as Berkeley’s lead advisor on all aspects of its ongoing OJEU competitive dialogue bid preparation and submission for a scheme to deliver circa 10,000 units as part of a complex multi-phased mixed use regeneration scheme in north London;
  • acting as Berkeley’s lead advisor on its ongoing OJEU competitive dialogue bid preparation and submission for the redevelopment of a strategic site held by the GLA in east London.
  • Strategic advisor in relation to the joint venture between Bouygues and Carlyle in respect of its OJEU competitive dialogue bid preparation and submission for the delivery of the New Covent Garden Market and the mixed use regeneration of the wider site.
  • Advising the Homes and Communities Agency on a number of its development projects including acting as lead advisor on its Build to Rent finance and delivery arrangements for a number of private rental schemes in and around London including investments into new PRS portfolios being established by Genesis, Notting Hill Housing and a build to rent scheme with Croydon Council.
  • Acting as lead advisor to REM/ Sellar Property Group in relation to the strategic land assembly for the redevelopment of Fielden House and the London Bridge Quarter including the development interface issues with rail assets.
  • Lead strategic advisor on Real Estate for National Grid in respect of various aspects of its DCO programme for the strategic expansion of its distribution network including the interface of that network with significant energy generation centres such as the Drax Power Station.
  • Strategic advisor to an Abu Dhabi based developer investor on the feasibility and delivery strategy of a new city involving the construction of circa 65,000 new homes together with all associated energy, utility, transport and social infrastructure to sustain the development.
  • Advising the Olympic Delivery Authority as its lead advisor on the delivery of the Academy and Polyclinic on the Olympic Park as well as on the wider grant funding, legacy infrastructure delivery and interface issues as part of the Stratford City regeneration project and the arrangements for the use of the Olympic Village during the games by LOCOG.
  • Advising Barking Riverside Limited on various aspects of the development of circa 10,000 homes on the Barking Riverside estate including the development of options for an integrated approach to the delivery of key infrastructure with various community hubs through the setting up of inter-related community development trust, housing investment company and multi service utility company vehicles.
